Reform of trucking Vehicle Weights and Dimensions (VWD) regulations in Canada is now underway. The effect these reforms will have on the freight transportation industry are only recently the subject of research. This paper is part of this new research effort, aimed at understanding how regulatory reform in the trucking sector will affect the existing competitive relationship between trucks and the railways. The paper presents the results of study and research into modelling the relationship between mode choice and the service characteristics that are affected by VWD reform.Using several periods of data, a series of econometric models are developed which help to elucidate the relative relationships between the mode service characteristics for both of the principal interprovincial freight modes. A technique is developed and presented to model railway user costs in order to overcome the complex and often unrepresentable pricing activities of Canadian railways.The strength of the developed econometric models is presented, including their significance and statistical reliability. This is further reinforced by the similarities exhibited by all the models in the series. The selected model is applied to predict market service responses required of the railway industry in order to compete with the trucking sector now adapting to the new regulations.The impact of the newly implemented vehicle weight and dimension reform on the rail transportation industry is analyzed and railway industry improvements aimed at maintaining its market share are presented. The results predicted by the model show that railway user cost reductions should be moderate, and likely less than the level of inflation over the period of time when trucking converts its fleet to take advantage of the new regulations.Abbreviations AASHTO

Carbon monoxide (CO), hydrocarbon (HC), and nitrogen oxide (NO) emission factors (EFs) are measured with a commercial vehicle emissions remote sensing system (VERSS) during a large-scale vehicle exhaust emissions study in Las Vegas. Particulate matter (PM) EFs are simultaneously measured for individual vehicles with a newly developed PM-VERSS based on ultraviolet backscatter light detection and ranging (Lidar). The effectiveness of CO and HC EFs as proxy for NO and PM EFs for spark-ignition vehicles is evaluated. Poor correlations were found between EFs for pollutants on an individual vehicle basis indicating that high EFs for one or more pollutants cannot be used as a predictor of high EFs for other pollutants. Stronger functional relationships became evident after averaging the EF data in bins based on rank-order of a single pollutant EF. Low overlap between the highest 10% emitters for CO, HC, NO, and PM was found. These results imply that for an effective reduction of the four pollutants, inspection and maintenance (I/M) programs, including clean screening, should measure all four pollutants individually. Fleet average CO and HC concentrations determined by gaseous VERSS were compared with fleet average CO and HC concentrations measured at low-idle and at high-idle during local I/M tests for spark-ignition vehicles. The fleet average CO concentrations measured by I/M tests at either idle were about half of those measured by remote sensing. The fleet average high-idle HC concentration measured by I/M tests was about half of that measured by VERSS while low-idle I/M and VERSS HC average concentrations were in better agreement. For a typical vehicle trip, most of the fuel is burned during non-idle conditions. I/M measurements collected during idling conditions may not be a good indicator of a vehicle’s potential to be a high emitter. VERSS measurements, when the vehicle is under a load, should more effectively identify high emitting vehicles that have a large contribution to the mobile emissions inventory. 相似文献

Emissions of GHG from the transport sector and how to reduce them are major challenges for policy makers. The purpose of this paper is to analyse the level of greenhouse gas (GHG) emissions from ships while in port based on annual data from Port of Gothenburg, Port of Long Beach, Port of Osaka and Sydney Ports. Port call statistics including IMO number, ship name, berth number and time spent at berth for each ship call, were provided by each participating port. The IMO numbers were used to match each port call to ship specifications from the IHS database Sea-web. All data were analysed with a model developed by the IVL Swedish Environmental Research Institute for the purpose of quantifying GHG emissions (as CO2-equivalent) from ships in the port area. Emissions from five operational modes are summed in order to account for ship operations in the different traffic areas. The model estimates total GHG emissions of 150,000, 240,000, 97,000, and 95,000 tonnes CO2 equivalents per year for Gothenburg, Long Beach, Osaka, and Sydney, respectively. Four important emission-reduction measures are discussed: reduced speed in fairway channels, on-shore power supply, reduced turnaround time at berth and alternative fuels. It is argued that the potential to reduce emissions in a port area depends on how often a ship revisits a port: there it in general is easier to implement measures for high-frequent liners. Exhaust emissions and fuel consumption of Heavy Duty Vehicles (HDVs) in urban and port areas were evaluated through a dedicated investigation. The HDV fleet composition and traffic driving from highways to the maritime port of Genoa and crossing the city were analysed. Typical urban trips linking highway exits to port gates and HDV mission profiles within the port area were defined. A validation was performed through on-board instrumentation to record HDV instantaneous speeds in urban and port zones. A statistical procedure enabled the building-up of representative speed patterns. High contrasts and specific driving conditions were observed in the port area. Representative speed profiles were then used to simulate fuel consumption and emissions for HDVs, using the Passenger car and Heavy duty Emission Model (PHEM). Complementary estimations were derived from Copert and HBEFA methodologies, allowing the comparison of different calculation approaches and scales. Finally, PHEM was implemented to assess the performances of EGR or SCR systems for NOX reduction in urban driving and at very low speeds.The method and results of the investigation are presented. Fuel consumption and pollutant emission estimation through different methodologies are discussed, as well as the necessity of characterizing very local driving conditions for appropriate assessment. 相似文献

The rapid growth in air traffic has resulted in increased emission and noise levels in terminal areas, which brings negative environmental impact to surrounding areas. This study aims to optimize terminal area operations by taking into account environmental constraints pertaining to emission and noise. A multi-objective terminal area resource allocation problem is formulated by employing the arrival fix allocation (AFA) problem, while minimizing aircraft holding time, emission, and noise. The NSGA-II algorithm is employed to find the optimal assignment of terminal fixes with given demand input and environmental considerations, by incorporating the continuous descent approach (CDA). A case study of the Shanghai terminal area yields the following results: (1) Compared with existing arrival fix locations and the first-come-first-serve (FCFS) strategy, the AFA reduces emissions by 19.6%, and the areas impacted by noise by 16.4%. AFA and CDA combined reduce the emissions by 28% and noise by 38.1%; (2) Flight delays caused by the imbalance of demand and supply can be reduced by 72% (AFA) and 81% (AFA and CDA) respectively, compared with the FCFS strategy. The study demonstrates the feasibility of the proposed optimization framework to reduce the environmental impact in terminal areas while improving the operational efficiency, as well as its potential to underpin sustainable air traffic management. 相似文献

As from January 2020, the International Maritime Organization (IMO) is implementing a global 0.5% limit on the sulphur content of fuel, commonly known as the global sulphur cap. This limit is the latest policy in the efforts to reduce sulphur emissions from shipping, following the designation of emission control areas (ECAs) and other regional regulations. In this paper, a literature review is conducted of academic studies that have dealt with issues relating to the reduction of maritime sulphur emissions. Various recurring research themes are identified, spanning the areas of operations research, maritime economics and transport policy. The effects and implications of available compliance options are then analyzed from the perspectives of ship operators, shippers and consumers. Using lessons learned from the enforcement of ECA regulations, this is followed by an appraisal of various potential issues related to the enforcement of these new global regulations. It is found that a homogeneous enforcement regime is required to ensure a level playing field amongst ship operators and that the global sulphur cap may lead to serious market distortion, due to the potential short term rise of fuel prices. The paper concludes with a set of recommendations for future research on sulphur emissions from shipping in the aftermath of the global cap and, looking forward, to its relationship to the IMO strategy on the reduction of greenhouse gas (GHG) shipping emissions. 相似文献
