摘    要:为严格执行"SOLAS,ChII-1,PartC,Regulation28",文中分析研究了Regulation28与其脚注"IMOResolutionA.601(15),MSC.137(76)和MSC/Circular.1053"的试验条件及衡准的不同,说明"IMOResolutionA.601(15),MSC.137(76)和MSC/Circular.1053"不能为"SOLAS,ChII-1,PartC,Regulation28"进行有效注解,反添混乱,为Regulation28规则的实际执行造成困惑。建议向IMO提交议案,取消"SOLAS,ChII-1,PartC,Regulation28"的脚注,同时细化Regulation28条文本身。

Abstract:The differences of the test conditions and criteria between the Regulation 28 and its footnotes IMO Resolution A.601(15),MSC.137(76)and MSC/Circular.1053 are analyzed and studied in order to strictly implement the SOLAS,Ch II-1,Part C,Regulation 28.It shows that Resolution A.601(15),MSC.137(76)and MSC/Circular.1053 cannot make effective explanation for the SOLAS,Ch II-1,Part C,Regulation 28,causing additional confusion for the implementation of the Regulation 28.It is recommended to submit a motion to IMO to cancel the footnotes of the SOLAS,Ch II-1,Part C,Regulation 28 and refine the articles of the Regulation 28.
