摘    要:针对城市政府如何在有限的财政投入下,根据社会经济发展水平向乘客提供所需公交服务的问题,提出应以乘客需求为导向,制定一部城市公交服务设计导则。借鉴国外相关经验,探讨导则制订过程的4个层级,即总目标、分目标、指标和细则。针对武汉市公交服务设计导则的制订,以公交线网结构、公交服务水平、公交车辆最高乘载率、公交车辆生产力、公交服务可靠性、公交运输系统角色几个分目标为例,分别讨论了其对应指标和细则的具体内容。

Abstract:With a limited budget, public transportation services provided by a municipal government should be adequate to the level of social and economic developments. To this end, this paper argues that it is necessary to draft a regulatory guide for urban transit services that is oriented only to accommodate passenger requirements. According to oversees experiences, the paper discusses key components in such a guide, including goals, objectives, standards, and specifications. Taking the example of Wuhan Transit Services Regulatory Guide, the paper provides more details of standards and specifications under the objectives of transit network, level of services, maximum passengers per vehicle, vehicular productivity, service reliability, and the roles of transit authority.
