| 论《道路交通安全法》的立法变化 |

| 摘 要： | 通过分析《道路交通安全法》在废除民事诉讼的前置程序、快速处理交通事故的机制、交通事故认定书取代交通事故责任认定书、规定机动车实行第三者责任强制保险制度、设立道路交通事故社会救助基金、规范公安交通管理部门的执法行为、方便群众等方面的变化,阐述了《道路交通安全法》指导思想和立法宗旨的改变与进步。

| Abstract: | The advance and change of guiding thinking and legislation aim of "Road Traffic Safety Law"is expounded in this paper, based on the analysis of the contents in the law, such as abolishing pre-program of civil lawsuit, the system of quick treatment of traffic accident, traffic accident confirmation statement instead of traffic accident responsibility confirmation statement, setting up necessary the 3rd responsibility insurance of motor vehicle, establishing social rescue found for traffic accident, normalizing law enforcement behavior of public security department and supplying convenient service to the people. |
