| 摘 要： | 分析铁路建设融资模式多元化的必要性和可行性及POT模式的特点。结合铁路建设的特点,提出POT模式在既有铁路股权处置融资中应用的可行性,同时认为POT模式必将在实施《中长期铁路网规划》过程中发挥重要作用。
