上海城市交通供需策略实践

上海在以往30年的城市交通建设实践中,针对不同阶段城市发展特点和面临的交通问题,采取了不同的交通供给和需求管理策略,在长期坚持公交优先的基础上,分别采取了加强道路供给建设、有序控制小汽车发展,再到大力建设轨道交通的发展策略,以适应不同阶段的发展要求。首先,总结了以往30年上海城市交通不同时期的供需特征。其次,从公交优先政策和路车协调政策两方面解析了上海城市交通供需策略的具体内容及实施效果。最后提出,在未来城市化和机动化持续发展的趋势下,更加注重差别化供给、管建并举、公交引导和交通体系内外协调的供需策略建议。

Managing Strategy on Supply and Demand of Shanghai Urban Transportation

In the past 30 years of urban development,Shanghai has adopted different transportation supply and travel demand management strategies at the different development stages that faced different traffic problems.By persistently prioritizing public transit,Shanghai has chosen to strengthen the roadway network construction,control car sales and develop urban light-rail transit to meet requirements at various economic growth stages.This paper summarizes the Shanghai travel supply and demand characteristics at the different time periods in the past 30 years.Then,it analyses the content and implementation effects on transit priority,and the balance strategy on travel demand and supply.Facing the future urbanization development,the paper stresses the need to pay more attention to the gap in roadway infrastructure development,balanced construction and management,and coordination of supply and demand strategy.
