摘    要:通过对各铁路局同一年度数据横向比较和同一铁路局不同年度数据纵向比较,分析近5年我国铁路运输行业主要污染物排放的总体情况及与总换算运输周转量之间的规律,并预测“十二五”铁路污染物排放趋势,提出用废水排放量、化学需氧量COD排放量、石油类排放量、NOx排放量、工业用水总量、工业新鲜用水量、工业重复用水量、重复用水系数等指标均除以总换算运输周转量,以构成单位运输量的各种主要污染物的排污系数作为铁路主要污染物监测管理体系指标,通过频数分析确定上级部门监管铁路主要污染物排放的警戒上限值.

Abstract:Through comparing the data among different railway bureaus in the same year and comparing different annual data of the same railway bureau,we analysis the discharge of major pollutants of China's railway transportation industry in recent five years and predict the railway pollutant emission trends during the 12th five-year Plan.We also research the law between main pollutant emissions and the total conversion turnover.After the discharge of waste water,COD emissions,petroleum emissions,NOx emissions,industrial water,the discharge of industrial fresh water and the discharge of reuse waterare all divided by the total converted turnover,the main pollutants emission rate which act as an index of railway main pollutant monitoring management system is put forward.Through the analysis of the frequency method,the superior departments determine the warning upper limit of railway major pollutants.
