| 摘 要： | 和谐社会的建立需要两个基本条件：利益关系的调适和社会信任的增进。这两个条件的实现需要依赖于信用政府的主导作用,政府信用作为信用政府的根本,对于这两个基本条件都有至关重要的影响,政府信用的维护和增进是建立和谐社会必不可少的条件。

| Abstract: | The accommodation of interest and the enhancement of social trust are two basic conditions to the construction of the harmonious sociey, and the realization of the two basic conditions depends on the leading process of the credit government. Government credit, as the root of the credit government, plays an very important role in the realization of the two basic conditions, whose maintenance and increasing is the absolutely necessary condition for the construction of harmonious society. |
