日本经济政策评析及其对中国的启示

战后，日本一直实施追赶型发展战略，成为仅次于美国的超级经济强国，但是它未能及时实施结构转型，致使长期累积的银行坏账等矛盾日益突出，导致了持续十余年的经济低迷和通货紧缩。虽然近年来日本历届政府采取了赤字财政和结构改革等一系列政策，但收效甚微。日本的教训给我国以深刻的启示：必须在发展中解决累积的矛盾，必须在改革中处理银行不良债权，必须以扩大内需为主治理通货紧缩，必须加强政策的协调性、连续性和稳定性，注重政策实施效果等。

An Analysis of Japanese Economic Policy and its Inspiration for China

After World War II, Japan adopted the chasing strategy of development and managed to become an economic superpower second only to the United States. But Japan wasn't able to adjust its economic structure to the new situation, which resulted in long-term bad account in banks leading to economic depression and deflation that persisted for over ten years. Although each Japanese government invariably adopted a series of deficit financing and structural reform policies, not much improvement was made. Since 2002, Japanese economy began to rise again, but to maintain sustainable development, there are still many obstacles. China can learn the following lessons from Japan: Accumulated contradiction should be resolved in the process of development; creditor's rights should be dealt with during reform, coordination, persistence and stability of the policy should be strengthened and attention should be paid to the results of policy execution.
