| 摘 要： | 根据目前养护体制改革的实际情况，提出了养护市场化及运行机制改革可以分3个阶段进行．即市场化养护的起步阶段、市场化养护的发展阶段、完全市场化养护阶段。依赖相关法律的约束。逐步打破行业与区域垄断，建立起相对统一、开放的养护市场化及运行机制。
