| 摘 要： | 目前我国城市电动自行车的发展面临很大困难，各城市对其都采取了越来越苛刻的限制措施。本文提出我国中小城市有发展电动自行车的余地与必要，并相应提出了中小城市对电动自行车迅猛发展的应对之策。

| Abstract: | At present the electrically operated bicycle development faced with the very major difficulty, more and more harsh limit measure is taken in various cities. This article proposes that there has the leeway and the necessity of developing electrically operated bicycle in small cities, and correspondingly proposes strategies. |
