全面推进农村改革发展新政策背景下的农村住房灾后重建

该文通过对彭州市磁峰镇莲水村黎家大院组团灾后重建示范点规划方案的介绍分析,结合党的十七届三中全会关于全面推进农村改革发展,建设社会主义新农村的要求,着重在节省土地、风貌特色体现、推进人居环境和谐以及市政基础设施共享等方面给出一些思考,以期把在灾后重建规划工作中的一些成功经验,能在今后更广泛的范围内展开的社会主义新农村建设中得到推广。

After introducing and analyzing the planning scheme of reconstruction demonstrating point after calamity of Lianshui Village in Cifeng Town of Pengzhou City, according to the new policy of country reform and development, and the requirement of building the new country, the article gives some thinking focusing on saving the land, embodying the scene characteristics, pushing the people’s living environmental harmony and promoting share of municipal facilities so as to spread some successful experience of the reconstruction planning work after calamity in the wider range of building the new country.
