摘    要:城市水系统具有“自然-社会”二元特性,包含了自然水循环与社会水循环。近年来,我国在水务工程建设领域取得了巨大成就,但在前瞻性、生态性、系统性和整体性等方面仍存在不足,探讨生态智慧导向下水务系统顶层设计与关键技术,基于云计算、物联网、大数据等新一代信息技术,打造空天地一体化的智慧水务平台,包含智慧供水、智慧污水、智慧排水防涝与智慧海绵城市,改进城市水系统在前瞻性、生态性、系统性和整体性等方面的短板,以提高水资源利用效率、提升水环境质量,提供水安全保障、恢复水生态功能。

Abstract:The urban water system has a dual characteristic of "nature-society", which includes the natural water cycle and social water cycle. In recent years, China has made the tremendous achievements in the field of water service engineering construction, but there are still shortcomings in terms of foresight, ecology, systematicity and integrity. The top-level design and key technologies of water service systems guided by ecology intelligence are discussed. Based on a new generation of information technologies such as cloud computing, the internet of things and big data, a smart water platform that integrates air and earth is built, including the smart water supply, smart sewage, smart drainage and waterlogging prevention, and smart sponge city, to overcome the shortcomings of urban water service systems in terms of foresight, ecology, systematicity and integrity in order to improve the water resource efficiency, improve the water environment quality, provide the water safety guarantees and restore the water ecological functions.
