| 摘 要： | 介绍了电动自行车的发展现状,分析了我国中小城市的基本特征,从多个方面说明在中小城市适合电动自行车的发展。指出在中小城市发展电动自行车,关键是做好管理工作,并提出了具体的管理措施。
