| Abstract: | This paper summarized the characteristics of the emergency organization of the domestic Urban Transit, put forward the Hierarchical Command System which was suitable for the domestic enterprises. The System not only could ensure all levels of emergency response entities to carry out their duties under the emergency, but also ensure the information unobstructed and coordinated between all levels. |
