从理论计算和实际服务水平两方面,对苏南苏北的高速公路发展现状、公路网整体水平、公路的实际交通流量及服务水平等3个代表公路网发展水平的重要因素进行对比,得出了高速公路发展水平苏北总体上好于苏南,苏北公路网对于经济发展适应程度要好于苏南,苏北公路通道服务水平高于苏南的结论,并分析了产生此现象的原因.根据"分类指导、和谐发展"的指导思想,提出了苏南和苏北地区公路今后发展的重点,以最终实现区域和谐发展目标.
