| 摘 要： | 外部性是一个人的行为对旁观者福利的影响。如果对旁观者的影响是不利的,就称为＂负外部性＂;反之,如果这种影响是有利的,就称为＂正外部性＂。交通运输的外部性对于经济发展会产生巨大的促进作用,因此认清政策中应用的外部性理论比较重要。

| Abstract: | Externality is the effect of person＇s behavior on the welfare of bystander.If the effect is negative,it＇s called ＂negative externalities＂.On the other hand,it＇s ＂positive externalities＂ if this effect is beneficial.Because externalities of transportation to economic development will have tremendous role in economic development,it is crucial to recognize clearly externality theory on application. |
