| 摘 要： | 在江苏综合交通运输体系构建背景下，采用运输量、运输结构和运输弹性系数指标实证评价江苏综合交通运输体系现状，得出江苏交通存在水运优势未发挥、公路运量比重偏大、铁路和航空运量比重偏小、管道货运弹性系数大但仍滞后于全国发展水平、综合运输结构不合理等结论，提出江苏综合交通运输体系构建的水运优先发展、资金支持、适度发展公路运输、优化运输结构、建立综合运输枢纽和政策法规支持等战略措施。

| Abstract: | With the foundation of Jiangsu＇s comprehensive transportation system, the reality of Jiangsu＇s comprehensive transportation system has been empirically evaluated by indexes of transportation volume, transportation structure and transportation elasticity. Conclusions have been made that water transportation＇s advantages are not fully bring into play, the proportion of road transportation is high, the proportions of railway and aerospace transportations are low, the elasticity of pipeline transportation is high and also lower than national lever, the structure of Jiangsu＇s comprehensive transportation is absurd. The strategies of prioritizing water transportation＇s development, fund and policy supports, developing road transportation advisably and optimizing transportation structure, establishing comprehensive transportation hinge have been proposed in order to found Jiangsu＇s comprehensive transportation. |
