摘    要:以综合费用最小为目标,推导出以到港船舶待泊时间为条件的最优泊位数应满足的条件,同时发现,泊位数变化引起的综合费用变化实际是到港船舶的待泊时间变化引起的。

Abstract:In this essay the definition of waiting time is given.And it is used in the condition of confirmation of berth scale instead of the waiting length of vessels.Meanwhile for confirming the condition of optimal berth scale a close look is taken into the direct correlation between the waiting time and the integrated expenses.
