| 摘 要： | 网络型产业因其独特的经济特性,而一般都成为经济规制的主要目标。铁路业是网络型基础设施产业中具有代表性的一个。中国的铁路业相对于其它网络型基础产业改革力度不大,尚未取得突破性进展。本文分析了铁路运输业的产业经济特性,介绍了国外铁路规制改革的经验,并提出了中国铁路规制改革的建议。

| Abstract: | Network industries tend to the tinal goal of economic laws and regulations due to their unique economic characteristics. Railway trade keeps up its typical trait on the network foundation. China's railway trade demands for the greater innovation in its network foundation. Discussion is made on China's railway economic characteristics and provided the measures. |
