A primary argument on project planning in the feasibility study stage of Urban Rail Transit construction

This article first analyses the input causes and ultimate goal of feasibility study of Urban Rail Transit construction, then proposes methods of goal decomposition, measures of quality control and cost control, all of which center on stabilizing external factors. Further more, combining the main points of schedule management, this article discusses the advantages and disadvantages of various organizational measures. The conclusion is that subproject analogous functionalization is suitable for improving professional efficiency, on the contrary, project approval tasking is just suitable for high demanding of external factors coordination.
