摘    要:保障海上人命安全、船舶交通安全,提高船舶交通效率和保护海洋环境被认为是VTS (Vessel Traffic Service)的主要任务。VTS的常规设备主要有:船舶自动识别系统(AIS)、雷达(Radar)、自动雷达标图仪(ARPA)等,实现不同系统信息的有效融合是保障航海安全的有效方法。本文分析了VTS系统、雷达与AIS的作用,并在此基础上介绍当前AIS与雷达设备在VTS系统中的应用。提出实现雷达信息与AIS信息融合的必要性,并对信息融合的基本原理与方法步骤展开说明,有效解决了不同设备中同一信息的处理差异问题。最后探讨在信息融合过程中存在的问题以及可能的解决方式。

Abstract:Ensuring the safety of human life and ship traffic at sea,improving the efficiency of marine traffic and protecting the marine environment are considered to be the main missions of VTS(Vessel Traffic Service).Primarily,the VTS has diverse conventional equipment including Automatic Identification System(AIS),Radar,Automatic Radar Plotting Aid(ARPA).The effective fusion of information from different system is an effective way to ensure navigation safety.This paper analyzes the function of the VTS System,Radar and AIS.On the basis,further discussion of the application of AIS and Radar equipment in the VTS System is conducted.This paper puts forward the necessity of realizing the fusion of the Radar information and AIS information,explains the basic principle,methods and steps of information fusion,which effectively solves the problem of processing differences of the same information in different devices.Finally,the problems and possible solutions in the process of information fusion are discussed.
