| Abstract: | Upon the basis of dealing with the importance of drafting schemes for the mobilization of civilian transport forces for national defense, schemes for the mobilization of transport forces, the systematic design of the scheme, the preparatory work for the drafting, the basic content of the scheme, and the methods of presenting the scheme are discussed in detail in the paper, which will help standardize and program the drafting and amending of the scheme, put into practice the systems concerned, and meet the needs of traffic guarantee in wartime and in case of emergency. |
