| 摘 要： | 针对农村公路的使用情况和目前养护管理体制的不完善,提出了适应市场运行规律的管理机制,明确了相应的责任和权利,以尽可能少的养护资源和资金,满足农村经济发展对公路通行能力及服务质量的需求,实现社会效益的最大化.
