特定航线江海直达商品汽车滚装运输的可行性与经济性

为加快长江经济带江海联运系统建设,切实推进舟山江海直达滚装运输发展,针对商品汽车滚装市场环境,梳理汽车行业产销现状,预测江海联运总体需求,明晰滚装营运基本格局。开展江海直达滚装运输技术经济论证,聚焦费用与时间综合指标,创新性地提出江海联运综合成本评价"3C"模型,模拟内河船、海船、江海直达船与北方航线、南方航线和长江航线的系列组合方案,从船舶所有人和货主的视角评价全程运输效益,指出舟山发展江海直达滚装运输具有可行性,汽运需求、行业竞争、船舶替代和技术标准等风险影响因素具有可控性。该研究可为江海联运研究提供技术路径,为江海直达船舶市场准入提供参考。

Feasibility and Economy of River-Sea-Through Ro-Ro Transportation for Car Shipping

The development of river-sea-combined transportation is gathering momentum in Yangtze River economic belt.The market condition of Ro-Ro car shipping and the status of production and marketing in automobile industry are reviewed.The overall demand for river-sea-combined transportation is predicted.The basic pattern of Ro-Ro operation is defined and the technical economic analysis of river-sea-through Ro-Ro transportation is carried out,focusing on the comprehensive index of cost and time.An innovative"3C"model for comprehensive cost evaluation of river-sea-combined transportation is constructed.Scenarios of the northern route,southern route and Yangtze River route with different inland river vessels,sea-vessels or river-sea-through vessels are simulated with the model.The overall transport benefit is examined from the perspective of ship owners and cargo owners.The river-sea-through Ro-Ro transportation is deemed feasible in Zhoushan after studying the particular factors such as the automobile transportation demand,the industry competition,the ship substitution and technical standard.The study provides a reference for the development of river-sea-combined transportation and market access.
