摘    要:为有针对性地加强北极航线安全保障体系建设,有准备地应对在船舶航行过程中遇到的安全挑战和威胁,通过对相关影响因素进行识别,从对内服务和对外合作两方面构建北极航线安全保障体系,引入专家可信度的模糊层次分析法(Analytic Hierarchy Process, AHP)对专家意见进行模糊聚类和去模糊化处理,确定各层次指标权重,并根据帕累托法则对体系结构进行分析。结果表明:通信和安全信息播发技术、船舶导航定位技术和设备防寒防冻技术等是我国北极航线安全保障体系中的关键因素,未来应有针对性地加强对相关因素的研究。

Abstract:In order to strengthen the construction of Arctic shipping routes safety system,and be prepared to deal with the challenges and threats in the course of Arctic navigation,a basic design of an Arctic shipping routes specific safety system involving both internal services and external cooperation is presented and the relevant influencing factors are indentified.The fuzzy AHP(Analytic Hierarchy Process)is used to perform the fuzzy aggregation of expert opinion and the defuzzification of the result.The weights of indexes at different levels are determined and the architecture of the system is analyzed according to the Pareto principle.The analysis shows that communication and anti-jamming technology,ship navigation and positioning technology,equipment cold-proof and anti-freezing technology are key factors need to be focused on in studies of the arctic shipping routes safety.
