摘    要:为避免定线制实施效果综合评估中仅评定较好指标的积极作用,而掩盖评定较差指标的消极作用,进而出现结果偏优的情况,并能可视化对比评估结果的等级,提出一种基于改进云模型的定线制后评估方法。引入变权理论构建状态变权向量,对运用Delphi-层次分析法(Analytic Hierarchy Process,AHP)和变异系数法确定的综合常权权重进行修正,调动较差指标的积极性;运用云理论构建定线制后评估模型,实现评价指标定性与定量间的转换;运用MATLAB软件搭建云发生器,模拟仿真出标准等级云图和待评估水域云图,从而可视化实现评估结果与标准等级间的对比。实例验证结果表明:该方法有效可行,可为管理者提供一定的辅助性决策。

Abstract:An overall evaluation might fail to show problems of the an operation due to the effect of some estimated inferior indexes being covered by that of favorable indexes which are usually prevailing.The proposed post-evaluation system of ship routing scheme overcomes the problem through incorporating a variable state weight vector in it.The weights of the states are adjusted in the process of evaluation by means of Delphi-AHP(Analytic Hierarchy Process)to make inferior indexes more visible.The model for qualitative-quantitative conversion of evaluation indexes is constructed based on the cloud theory.A set of ranking reference cloud maps is produced with MATLAB.The system also features visualizing evaluation results.The system is verified through simulation and may be helpful for scheme making.
