| 摘 要： | 基于能源在国民经济中的重要作用以及复杂特性,本文提出能源卫星核算框架。在标准的SNA的范围、概念和分类体系之上,探讨能源卫星核算替代的范围、补充的概念和调整的分类。在后者的基础上,探讨能源卫星核算的核算内容,包括能源领域生产与收入核算、国民支出核算和能源特征生产者完整账户。除了作为组织能源领域特定数据的核算框架,能源卫星核算还具有内在的分析功能,能为公共政策和学术研究提供更加有效的数据和分析。
