上海市城市防汛排水若干问题的思考

该文从上海市“十一五”期间水务部门将着力构建“四个体系”、本市已编制完成并经市政府批准颁布了《上海市城镇雨水排水系统专业规划》、上海市城市防汛排水是通过雨水排水系统将雨水(地表径流)排除等八个方面阐述了上海市防汛排水工作面临的形势、水务部门的总体工作构架、雨水排水专业规划和确保防汛排水安全的要件,分析了当前存在的若干主要问题,提出了针对性的对策措施以及对本市开展防汛排水工作的主要目标、工作要求和远景展望所作的思考。

Pondering Several Problems of Urban Flood control and Drainage in Shanghai

The article sets forth the situation faced by the flood control and drainage work in Shang- hai.the overall work frame of the water departments,the professional planning of rainwater and drainage,and the important condition of ensuring the flood control and drainage safety,analyzes sev- eral main problems existing now,and puts forward the aimed countermeasures,and the main objective and the work requirements carrying out the flood control and drainage work,and pondering looking forward to the future from eight aspects of the water departments making one more effort on building“four systems”during“the Eleventh Five-Year Plan”in Shanghai,the《Shanghai City and Town Rainwater and Drainage System Professional Planning》compiled in Shanghai and approved to issue by Shanghai Government,the urban flood control and drainage in Shanghai carried out by the rain- water and drainage system draining the rainwater(surface runoff)and etc.
