公路建设期环保管理创新体系构建的探索

随着国家对生态环境保护要求的提高,目前公路建设时期的环保管理模式已不能满足新的需求。创新引入PDCA循环理论和建设项目全寿命集成化管理(LCIM)理论应用于公路建设期环保管理工作中,尝试构建出一个新的公路建设期环保管理体系。使得在该体系下人员分工明确、工作流程缩短、环保工作和监管真正落实,最终使环保工作效率得到提高。该体系构建完成后应用在江津至习水高速公路(江习高速)重庆段的建设过程中,最终使得该项目的环保工作水平得到一定程度提高。

Exploration on the Construction of Innovation Environmental Management System for Highway Construction

As China's requirements for environmental protection have increased,the current environmental management model during the highway construction period has been unable to meet new demands.The innovative introduction of PDCA cycle theory and construction project life Cycle integrated management (LCIM) theory is applied to the environmental protection management,and attempts to construct a new environmental management system for highway construction.Under this system,the division of staff member is clear,the work process is shortened and the environmental protection work and supervision are truly implemented,which made the efficiency of environmental protection work will be finally improved.After the completion of the system construction,it was applied in Chongqing Jiangxi expressway construction process,which finally made the environmental protection work level of the project practically improved.
