城市交通基础设施建设贯彻国防要求有关问题的探讨

鉴于我国城市交通基础设施建设贯彻国防要求的工作进展缓慢,结合厦门市城市交通的发展情况,分析了新形势下城市交通发展的特点及其对国防的影响,指出了我国城市交通建设贯彻国防要求存在的问题,如:重经济效益,弱化国防功能;缺乏有效的运行机制,使相关行政许可并未真正落实;缺乏贯彻国防要求的标准或规范,使操作无章可循。提出了贯彻国防要求应完善相关管理规章制度、制定交通建设贯彻国防要求的技术标准等对策及措施。

Exploration into Implementing National Defense Requirements in Urban Transportation Infrastructure Construction

In view of China＇s slow progress made in implementing national defense requirements in urban transportation infrastructure construction,the present paper,which takes the transportation development of Xiamen City as the case of the study,analyzes the features of urban transportation development and its influence on national defense,and points out the problems existing in implementing national defense requirements while constructing urban transportation infrastructure,such as laying much stress on economic benefits while weakening the function of national defense,lacking the effective operating mechanism which results in the failure to realize the true administrative permission,and lacking the criteria or rules for implementing national defense requirements which makes people have nothing to go by.Finally,the paper also puts forward some countermeasures against and solutions to the relevant problems.
