摘    要:EPC隧道项目投标及实施过程中,因隧道工程的内在特点使得总承包商风险明显加大,因此从风险角度为EPC隧道项目的实施决策提供科学依据,对于总承包企业而言意义重大。初步构建EPC隧道项目风险评价指标体系和模糊综合评价模型,构建基于模糊综合评判的定性与定量的EPC隧道风险评价方法,设计基于模糊综合评价的风险应对策略及选择流程。通过工程实践表明,模糊综合评价方法可以从风险管理的角度为总承包企业提供有效的决策支持。

Application and Risk Analysis of Fuzzy Comprehensive Evaluation Method in EPC Tunnel Projects

Abstract:During bidding and implementation of EPC tunnel projects, the inherent features of tunnel projects remarkably increase the risk of general contractors, therefore, provision of scientific bases for implementation decisions on EPC tunnel projects from the viewpoint of risk is of great significance to general contractors. This paper preliminarily establishes the risk evaluation index system and fuzzy comprehensive evaluation model for EPC tunnel projects, constructs qualitative and quantitative risk evaluation methods based on fuzzy comprehensive evaluation for EPC tunnels, and designs risk countermeasures and selection processes based on fuzzy comprehensive evaluation. The project practices show that the fuzzy comprehensive evaluation method can provide effective decision support for general contractors from the viewpoint of risk management.
