| 摘 要： | 在地缘、经济、习俗、利益等多元因素的交互作用下,甘肃省毒品犯罪的表征自有特质。如欲架构该省毒品犯罪治理模式,须准确解读禁毒方针之旨趣,实施综合治理,从大力开展无毒社区建设、积极运用宽严相济刑事政策、绝对禁止非法种植涉毒原植物、坚决杜绝以罚代刑现象、加速发展地方经济,以及充分发挥宗教重要作用等界面规制毒品犯罪。
