抓好三个环节 促进节能减排

随着我国能源的日趋紧缺，能否以最少的消耗，取得最好的发展效果，已经成为衡量当今经济社会发展是否科学的一个重要尺度。文中针对海事系统能源管理方面还很薄弱，还处于粗放管理的现状，通过完善计量装备，科学合理地制订能源消耗定额，夯实能源统计基础工作，做好计量、定额、统计这三个关键环节的工作，做到能源消耗有计量、有定额、能源统计数据准确翔实，促进海事系统节能减排工作。
