However, there are the main problems that existing devi- ation in the execution of the project quota quantities calculation rules, quota usage is not adapted from construction condition （ construction method）, execution of budget compilation method is not compliance, etc. Through the analysis of the main problems, some ideas and suggestions are put forward to promote the new round of quota establishment and revision more scientific and reasonable, and match better with design to keep that the usage is more appropriate and accurate.
