| 摘 要： | 东京备忘录港口国监督新检查机制自2014年1月1日实施以来,虽然比之前的检查机制更加高效,且取得了一定的成效,然而业内却不乏一些批判的声音.文中利用实践经验法对东京备忘录新检查机制进行了详细研究,旨在发现其存在的问题,进而提出针对性的改进建议.

| Abstract: | Since the new inspection regime of Tokyo MOU for port state control was put into force on 1 January 2014,there has been criticism in the industry despite of its higher efficiency than the former inspection regime and the effect it has achieved to some extent.This paper makes a detailed study on the new inspection regime of the Tokyo MOU based on the methodology of practical experiment,aiming at finding out the existing problems and putting forward relevant suggestions for improvement. |
