海事执法船船员用工模式研究

目前我国海事执法船船员队伍存在用工模式复杂、数量不足、素质不高等诸多问题,迫切需要改变现状。建议海事部门统一任用国家公务员为执法船高级船员,社会化用工为执法船普通船员,打造一支正规化、现代化、专业化的海事执法船船员队伍。

Research on the crew employment model of law enforcement vessel of China MSA

At present,there are many problems with the management of seafarers for maritime law-enforcement vessels in China,including complicated employment mode,insufficient quantity and low quality,which is in the urgent need for change.The paper suggests that the maritime administration should appoint national civil servants as senior seafarers for law-enforcement vessels and socialized employees as ordinary seafarers,so as to build a regulated,modern and professional team of seafarers for maritime lawenforcement vessels.
