摘    要:因谎报瞒报船载集装箱危险货物引发爆炸、泄漏的事故屡见不鲜,给海洋环境、生命财产造成重大损失。在海事管理部门开展集装箱货物开箱检查的高压态势下,发现查处的危险货物谎报瞒报违法行为仍呈逐年上升态势。对集装箱危险货物进行溯源管理研究,为海事管理部门获取货物信息、把好危险货物“出口关”提供了新的解决思路。

Abstract:The frequent explosion and leakage accidents resulted from concealed and false declaration of packed dangerous goods carried by ships has become a major threat to the marine environment,life and property.Despite of enhanced unpacking inspection of container cargoes conducted by the maritime administration,the illegal practice of concealed and false declaration of dangerous goods is still on the rise year by year.In view of such situation,the research on the traceability management of packed dangerous goods based provides a new solution for the maritime administration to obtain accurate cargo information and take proper measures over the export of dangerous cargoes.
