Guarantee system in tender and bidding process is of great importance to ensure the implementation of port engineering construction contract,engineering quality,completion date and the investment control of construction project.Invitation of bidding is invitation of offer.Bid is offer.Award of contract is accept.Those conclusions are the foundation of analyzing guarantee problem of tender and bidding.Guarantees in tender and bidding process of port engineering generally include bid guarantee,fulfillment guarantee and advance payment guarantee.The foundations,purposes and properties of these guarantees,and some problems in actual operations are analyzed in this paper.
