| 摘 要： | 针对部分船员用可擦笔填写船舶航次签证单的违法行为,文中从可擦笔的原理、违法应用于船舶航次签证单填写以及如何辨别用可擦笔填写的航次签证单并随意更改情况进行了分析,并从加强海事管理的角度就该问题的出现提出对策,便于海事管理机构在办理船舶进出港签证工作中防范此类违法行为的发生。

| Abstract: | It is illegal to fill the ship voyage endorsement documents with erasable pens.This paper illustrates the reasons and consequences of such acts.Then it introduces the means to identify the ship voyage endorsement document filled and modified with erasable pens,and puts forward some suggestions on countermeasures to be taken with a view to enhancing the maritime control and preventing such non-compliance. |
