基于双重预防机制的道路旅客运输企业应急管理体系研究

道路旅客运输行业是国家安全生产的重要行业,也是重特大事故易发领域,客运企业多以小微企业为主,风险承受能力以及应急救援能力均较为薄弱,加之自身风险管理能力方面的不足,迫切需要构建具有科学性、针对性、可操作性的应急管理体系。本文首先分析了双重预防机制与应急管理体系的关系,提出了基于双重预防机制的应急管理体系总体要求,在此基础上介绍了应急管理体系建设基本流程,进而结合2020年度济南市部分道路旅客运输企业应急预案评估工作经验,归纳了企业在应急管理体系建设过程中存在的问题,对企业应急管理的持续改进提出了针对性的对策与建议,并对基于双重预防机制的应急管理体系在道路旅客运输行业中的应用前景进行了分析。

Emergency Management System Based on Double Prevention Mechanism of Road Passenger Transport

The road passenger transport industry is an important industry of national safety production,and is also a field prone to major safety accidents.Passenger transport enterprises are mainly small and micro enterprises,and their risk tolerance and emergency rescue capabilities are relatively weak.In addition,their own risk management capacity is insufficient,so it is urgent to build a scientific,targeted and operable emergency management system.In this paper,the relationship between the dual prevention mechanism and the emergency management system is studied and the overall requirements of the emergency management system based on the dual prevention mechanism are put out.Based on them,the basic process of the emergency management system construction is outlined.Then,combined with the experiences of the emergency preplan evaluation of some road passenger transport enterprises in Jinan in 2020,the problems existing in the construction of the emergency management system of enterprises are summarized and some countermeasures and suggestions to achieve continuous improvement of enterprise emergency management are put forward.In the end,the future application prospect of emergency management system based on double prevention mechanism of road passenger transport is analyzed.
