高速公路突发事件应急能力评估指标体系与方法研究

高速公路突发事件应急管理是突发事件应急管理的重要组成部分。基于高速公路突发事件应急管理过程，从监测预警、应急处置、善后恢复、决策领导、后勤保障、信息管理等6个方面构建综合评价指标体系，深入分析指标含义，提出客观、可行的指标量化标准。在此基础上，通过层次分析法计算准则层和指标层的指标权重，并利用灰色系统的基本原理构建综合评估模型，评价某交通部门应对突发事件的能力，从而验证模型的可行性。

Research on Index System and Methods of Evaluation for Emergency Capability for Incidents on Expressways

Emergency management for incidents on expressways is an important part of emergency management for incidents. Based on the process of emergency management for incidents on expressways, this paper establishes the index system of integrated evaluation from 6 aspects including monitoring and early warning, emergency disposal, aftermath recovery, decisional leadership, logistic support and information management, deeply analyzes the meanings of indices, and proposes objective and feasible quantitative criteria for indices. On this basis, the paper calculates index weights of criterion layer and index layer via the analytical hierarchy process and establishes evaluation model by means of fundamental principle of grey system to evaluate the capability of some traffic department to deal with incidents so as to verify the feasibility of the model.
