| 摘 要： | 根据新时期新阶段军事战略方针调整、市场经济改革、交通建设投资形式变化等因素，分析了目前交通基础设施建设贯彻国防要求面临的矛盾，提出了解决的对策和思路：健全法规体系，实施有效监督管理；拓展资金来源，保证项目有效落实；修订技术标准，实施规范化管理；完善工作机制，提高管理效率。以期为解决当前贯彻国防要求存在的问题提供参考。

| Abstract: | With all the factors taken into account, such as the military strategic guidelines for the new period, the reform of market economy,changes in the modes of the investment in transportation construction, etc. , contradictions we faced in implementing the requirements of national defense in the course of transportation infrastructure construction in the new period are analyzed in the paper, with new thinking ways to solve them and our counter-measures put forward, which chiefly include perfecting the sound legal system,practising effective supervision and management, expanding the funding sources to ensure the effective implementation of military traffic projects, revising the technical criteria ,practising the standardized administration and management,bettering the working mechanism, and improving the managing efficiency. It is expected that these measures may provide a useful reference for solving the problems in implementing the requirements of national defense. |
