高速铁路系统生命周期安全评估体系的研究

对我国建立高速铁路系统生命周期安全评估的体系框架和流程进行研究。阐述了我国高速铁路飞速发展、列车速度不断提高的形势下实施安全评估体制的意义和重要性;在对发达国家铁路行业安全评估体系进行调研的基础上,分析了我国高速铁路生命周期内安全评估体系的战略定位、目标、原则和作用;并根据我国高速铁路建设的具体情况,应用系统工程和安全评估的理论,提出我国高速铁路系统生命周期内实施安全评估的体系框架并对评估流程和评估方法进行了分析。

Study on the Life Cycle Safety Assessment System of the High-speed Railway System

The article studies the framework and procedure of the life cycle safety assessment system of the high-speed railway in China.The significance and importance are described concerning implementing the safety assessment system under the situation of the rapid development of high-speed railways and the continuous speed-raising of trains in China.On the basis of the investigation and research on the safety assessment system for the railway industry in developed countries,the strategic determination,targets,principles and functions of the life cycle safety assessment system of the high-speed railway are analyzed.In view of the current conditions of high-speed railway construction in china,the framework of the life cycle safety assessment system of high-speed railway is put forward,and the assessment procedure and methods are analyzed by applying the theories of system engineering and safety assessment.
