论我国建立统一应急救援体系之急

随着社会化大生产的发展 ,生产规模日趋扩大 ,火灾、爆炸、毒物泄漏等类型的重大事故时有发生。目前 ,为避免抢险无效或失败 ,我国各地正依法进行事故应急救援预案的制定与实施工作。根据国外经验 ,这项工作当务之急是建立统一应急救援体系。该体系应包括国家、省、市、企业四级组织机构 ,各级除完成各自的职能外 ,上级应急救援组织对下级有逐级监管职责。上下级以及同级之间的组织机构、人员、装备联网 ,形成一个严密的系统 ,并确保灾害事故一旦发生 ,从接报事故信息到组织人力物力进行救治的全过程 ,都能协调运作及资源的有效整合 ,实现以最小代价平息灾害事故的目的。

Discussion on the Urgent Problem for Establishing Uniform Emergency Rescue System

Along with the development of the big production in acculturation, the production scale extends gradually, the important accidents, such as fire,explosion,poison leaks often take place. Current, for avoid rescuing dangerous condition is invalid or failure, our country every locality is establishes by law that the emergency rescue plan for major accidents, and put into practice. According to the abroad experience, urgent affairs on this work are to establish uniform emergency rescue system. That system should include the national level, province level, and municipal level, enterprise level organization and is a tight system to realizes mutually internet, resources share.
