无锡市城市防汛工作的回顾与前瞻

无锡市城市水环境状如“头顶太湖水 ,脚伸长江潮 ,腰裹大运河”,防汛任务繁重。 1 996年～ 2 0 0 0年期间 ,无锡市城市防汛工作抓住机遇 ,乘势而上 ,成为历史上全面实践“五结合”路子力度最大、成效最好的时期。前瞻刚迈过新世纪门槛的无锡市城市防汛 ,三点值得一道 :从一般防洪城市到“重要防洪城市”的性质定位 ,表明防汛设施达标建设的任务更趋繁重 ;城市行政区域的调整和建设特大型城市目标的敲定 ,无锡市城市防洪与所在的太湖流域防洪治理的分工和互动将置于新的背景之上 ;城市排水管网标准偏低 ,加上低洼地区的旧城改造迟后和管网养护管理上的问题 ,城市内部抗御短历时急暴雨的能力脆弱 ,内涝的挑战机率远远大于高水位洪水 ,要求改变这种状况的市民呼声颇为强烈。

The urban water environment conditions in Wuxi City are as"Water of the Taihu lake on head,foot into the Changjiang River tide,the Grand Canal round the middle",so the flood control task is very heavy.In 1996~2000 the urban flood control work in Wuxi City seizes the opportunity to make.This period became the best period of having the largest capacity and the best benefit for full practice of"Five Combinations"in the history.Looking forward the urban flood control in Wuxi which steps just over the threshold of the new century,there are three points to pay attention to as follows:from the city of general flood control to"the city of important flood control"in character,it shows that the task of reaching the construction standards is more heavy in the flood control facilities;the adjustment of the urban administration district and the decision of the objective for building a largest city,the division and joint of Wuxi urban flood control and the flood control treatment in the Taihu Lake Valley will be in the new backgroundl;the standard of the urban drainage pipe network is too low,and the reform of the old city in low lying area is later and the problem in the maintenance and management of pipe network,the capacity of resis ting the urban iternal rainstorm is weak,the challenge opportunity rate is far larger than the flood at higher level,so the voice of the citizen who requires to change this condition is very strong.
