| 摘 要： | FIDIC管理模型在世界已运用多年,然而个别内容不是很适合中国国情。通过多年的研究探索实践,发现了中国高速公路建设期业主项目管理的一些规律,进而提出精细化管理EMTS创新模型,说明了该模型的概念、手段、发展趋势、实施步骤等,继而提出精细化管理内容及达标参考标准。通过实体项目实践证明：三大控制和综合管理均上台阶,经济、生态和社会效益十分明显,并具有较好的可操作性。
