宁波市中心城应急交通系统规划探索

应急交通是城市综合防灾中最重要的设施之一,是应急设施建设的首要任务。在规划确定城市的应急交通系统时,对外交通干道和快速路、城市主干路对于灾前的人员疏散和灾后进行大规模救援工作意义重大,是避灾和救援活动的"保障线",更不能忽视次干路、支路和居住区级道路的作用。如空袭、地震等灾害发生时,快速路、主干路因立交桥可能损坏倒塌会影响使用,次干路会起到非常重要的替代作用;支路、居住区级道路,则是通往避难场所必不可少的,是受灾群众登上"诺亚方舟"的生命之路。本文提出了宁波市应急交通系统的构成,着重探讨应急通道的分级、选择和建设要求。

Discussion on Planning of Ningbo City Central Area Emergency Traffic System

The emergency traffic system is one of the most important facilities in the synthetic disaster prevention of city,and is the most important task in the construction of emergency facilities.This is of great significance to carry out the evacuation before disaster and the mass rescue after disaster for the external traffic trunk roads and expressways,and the urban main trunk roads during the planning and determination of urban emergency traffic system,which is the "security line' of the disaster prevention and rescue.The actions of the second trunk road,branch road and residential area road can not be more ignored.The second trunk road can play very important replacing role because of the expressway and main trunk road possibly out of use affected by the disasters,i.e.aerial attack,earthquake and etc.,and the branch road and residential area road are requisite the passages to the shelters,and are the life road for the people afflicted by disasters.The article puts forward the constitution of Ningbo emergency traffic system,focuses discussion on the classification,selection and construction requirement of emergency passages.
