服务 协调 管理——深圳港政企分开运作情况调查

我国长期采用政企合一的港口管理体制,在市场经济体制初步确立的今天遇到挑战。实行政企分开势在必然。本期刊登的关于深圳港口政企分开体制运作情况的调查,旨在提供一个借鉴和参考。作为新兴港口,深圳港的管理相对全国许多老港口来说有其特殊性。但他们毕竟先行一步,尤其是“以服务为主”、“规范企业行为也规范管理者行为”、“按市场经济规律引导而不是简单采用行政手段”和“不断为港口企业拓开发展空间”等做法,具有普遍意义。我们期待更多港口在深化改革中,勇于创造,善于总结,以新鲜经验参加本利交流,以达相互促进,共同提高的目的。

The port administrative system remains to be a hotly debated topic. We run two papers on the implementation of separating the port's regulatory and business functions at the Port of Shenzhen written by Tian Rugeng & Chen Zuzhi and the Survey and Research Department of China Ports and Harbors Association respectively. In addition, we introduce a paper written by Associate Prof. Zhao Xiduo of Dalian Maritime University on his theoretical reflections on the port administrative system.
