首都区域视角下环首都圈综合交通规划框架研究

为了抓住国家建设"首都经济圈"和北京市建设"世界城市"的战略契机,促进首都区域的整体发展,提出以"对接融合、绿色高效"为方向的环首都绿色经济圈综合交通发展框架。对环首都圈战略内涵加以解读和首都区域交通发展现状进行分析,在借鉴国际大都市地区交通发展经验的基础上,确立"引领环首都圈与北京市同城化发展,合理分担北京市区域交通组织职能和压力"的发展目标。提出构筑分圈层、分区域与北京市同城化的交通网络,重构区域内对外运输通道和枢纽布局,以首都区域整体的、更加强大的交通辐射能力支撑北京市"世界城市"发展需求,提升外围地区发展的交通区位优势,促成北京市与环首都圈的联动、融合发展。

Comprehensive Transportation Planning Framework for the Capital City' s Economic Development Ring

To seize the opportunity brought by the national development strategy for an economic development ring surrounding the capital city and for making Beijing as a worldly city,this paper proposes an integrated transportation development planning framework for the capital city region focusing on ＂connecting,mixing,efficient and green＂.Based on the understanding of the development strategy and the current existing transportation development in the capital region,the paper promotes the parallel development of the capital city and the surrounding economic ring to best balance transportation demand within the region based on some mega city transportation development experiences in other countries.It also proposes the transportation network at both district and the integrated city and regional level and to strengthen the capital city transportation connecting capability to other regions in China.To truly become a worldly city,it is important to have a strong transportation system in both capital city and its surrounding areas.
